United States Department Of Electric Vehicles (USDOEV)

There should be a budget for The United States Department Of Electric Vehicles (DOEV), Congress should enact laws to preserve consumer's freedom's. In so much as many programs through a research and development feature called The United States Department Of Energy (USDOE) Consumer's have become a second best solution while Corporate's and Big Business receive all the support and consumer's are experiencing more overhead and fewer results. To resolve the issue for Electric Vehicles Consumer's need a new Department to spear head objectives and provide Federal Grants for development and success.

In this manner we could achieve the goal we are faced with now and in the future immediately. This should not be a Challenge Grant set up through a political campaign for public office, the destiny of America is more important a asset. If ground breaking a new deal with researchers is going to provide momentum for entroducing more products with even higher price tags because of manufaccturing and licensing then the directive is being overstepped a few degrees in that $150 billion for research is not going to serve as a major influence how the energy is to be used and applied in everyday lifestyles regarding Electric Vehicles, that aspect may portray such for other considerations where energy might spread more development towards mass transit inclusive to waterways and lakes.

If however your directive is to officially direct office handling of issues within a Department Of Electric Vehicles (USDOEV) your hitting the nail on the head everytime you speak energy for American's. I want consumer's to be priority, I want them to experience government as they see appealing and beneficial not indirectly from the prosperity of big business. The Electric Vehicle Free Conversion Foundation (EVFCF) does not have to be a large operation to accomplish the same motivation and success in providing consumer's and yet it does not need government funding as it serves as a primary target to launch for consumer's which is there to act regardless of making a new The United States Department Of Electric Vehicles (USDOEV).

If this were to be a branch off of The United States Department Of Energy (USDOE) it could save money but it would be less active in participation with consumer's than if it had its own departmental duties and responsibilities for operation services and public support. If the Democrats in Alabama could not pull together a Natural Gas plan for Alabamians in 2008 the Republicans surely will. There is a nice Natural Gas Business Plan at GALILEO, is . Is there anyone interested - Click here to send me a email. Galileo is a business venture available for any nation, it distributes worldwide.

But there are duties of reasonabilities which need special attention so this is why we should endorse The United States Department Of Electric Vehicles (USDOEV) and yet not be dependant upon a foundation solely. Here is a breakdown of the outline of this idea which addresses specific issues regarding Electric Vehicles and offers assurance to consumer's in phases of expanding its authorities within the United States. The main consideration I must shed light on is recycling of materials which are important to this objective so that resources do not deplete or become few and unavailable to some or all of the population it serves. As for development each office is responsible to augment Research & Development and offer Colleges and Universities equal opportunity, in management and job opportunities for Free GAS-to-EV Conversion Kits for Do It Yourself Options a needed product with standards we can agree upon.

US-DOEV has a major provision to serve as a Industrial Process in Four Factory Regions within the USA to manufacture not entire vehicles but to manufacture components for the Consumer Vehicles which are converted to Electric Vehicles and further energy compatible vehicles as necessary. The decreased operating costs occurs from this division of the Budget Office and the Energy Savings Club Plan which endorses Energy Bonds. Therefore US-DOEV can be considered as Industry & Energy & Commerce by a designation as Industrial Energy Commerce and this should respond to Consumer's that manage their own Energy and sales there of at their homes and business to Local Power Authorities, theres no regulatory mandate which should be considered at this time and companies are allowed to set their own rates therefore different rates of Stock value is observed and some add more value to a Stock than it is actually valued according to the major Corporates whom the lesser businesses purchase power from and redistribute it to Consumer's, some may or may not allow Consumer's to resell power that Consumer's generate at home or at a business. This problem exists in all states and states allow this because their revenue is greater from the lesser companies that are redistributing power to the power customer's, states do not attempt to resolve the high pricing of electricity. Inadequacy exists in complying to a multitude of indifferent values. Major Corporates distributing their Power in this way often divide the creative aspect of the power they generate into categorical values where Hydroplants are maintained as the least expensive and nuclear as the more valued power commodity because it is desired more therefore a nuclear power generation becomes more costly to power customer's and they are satisfied regardless while the Hydroplant power customer's are being devalued when the lesser companies raise their values for the power they are redistributing, the states earn more money from that revenue and the power customer then is subject to new terms in redistribution leases by the major Corporates to the lesser companies and the rates to those power customers in the lesser regions increase in proportion to the increase which is allowed for Nuclear Power distribution by States. Power derived from Coal is the next value added cost factor below a Hydro Power Plants, then Gasification Power Plants, next is Wind Turbines, then Solar Collectors, next Chemical or Thermal Power Plants, and ultimately Fusion and Nuclear. The Cost Value is determined from which form of Power generation is being used, therefore when increases of costs occur to one or more this will change the cost values which consumer's must pay. The U.S. Department of Commerce [1] could make concessions to this electric non-regulated action by obtaining a fairer cost value figure of the average accessible rates by suppliers of the Power and give the states a opportunity to claim up to a maximum of 6% in addition to the average accessible rates amount for their use which makes it a fairer rounded cost value, course location and availability both have cost value assessments, some states have no water resources, some states have little to none Wind or Solar availability all in creating electricity requiring them to depend on certain other formats available in creating power. Commerce has no Director in The Office of Budget (VACANCY). To consider this as a option which decreases the cost of transportation use of Power, The Director of The Office of Budget needs to link to The Economic Development Administration (EDA) [1] in a advising capacity to define the nations Power Resources and derive a fair value which does not alter unless it has some difficulty in continuing its production of Power, therefore the adjustments of Cost Values would become limited. Limitations would be less company distributorship of Power for resell, instead of dividing accessible hours for Power in the Distribution Grid over and over to deminish accessible time. Management for Electric Vehicles Recharge Utilities needs Certification on all units which can be distributed in the Public Sectors including Homes and Businesses, entitling Public Works [3] as a overall function not personally named business names. A single Office would support Pamplet and Communications Support to all Public Work Facilities, receive communications from each Conversion Facility, be capable to communicate requests to Fabrication Facilities, and have support of a Office of Budget which has the ability to make Economic Adjustment Grants [4].

The Department of Transportation
[5] should be responsible for controlling Traffic Flow Control in areas where cloggong of Highways can result from Conversion Operations and always have available a route for which incoming fabricated parts can be delivered to Conversion Facilities. There should not be a traffic flow problem in or near the Factories serving component parts.

To consider a Department is a large action requiring much to much time and orchestration per State which could be encouragement for each State to create their own Office instead of a Department which would be within The U.S. Department of Commerce [1] serving under the The Economic Development Administration [2] & The Office of Budget therefore no large separate Department like [USDOEV] would be necessary having a Office for which Electric Vehicles & Alternative Fueled Vehicles esp. Hybrids would relate. Below are some operative considerations for which a Department of Electric Vehicles would need.

  [2] :: The Economic Development Administration (EDA)
Is part of The Department of Commerce, was created in 1965 under the Public Works and Economic Development Act (42 U.S.C. 3121) as part of an effort to target Federal resources to economically distressed areas and to help develop local economies in the United States. It was mandated to assist rural and urban communities that were outside the mainstream economy and that lagged in economic development, industrial growth, and personal income.

  [3] :: Public Works
Public Works and Development Facilities Grants support infrastructure projects that foster the establishment for expansion of industrial and commercial businesses, supporting the retention and creation of jobs which shall maintain the Certification of Equipment as necessary. These should have specific designs which are unified across the entire nation, this should not depend on a business that can claim bankruptcy or would have changes that would upset the management of devices which are distributed following Inspection of Locations which are selected for distributing the devices, home & business owners can choose to be chosen if they make a response otherwise everyone is not considered.

  [4] :: Economic Adjustment Grants
Economic Adjustment Grants help communities adjust to a gradual erosion or sudden dislocation of their local economic structure. This includes temporary assistance during times of disaster having disrupted the normal lives of the community because of distruction to aid in supplying power and assistance for homeowners to obtain power following a disaster. Economic assistance provides funding for both planning and implementation to address economic change.

HERE IS THE COMMERCE OFFICE PLAN:

DOEV = Department of Electric Vehicles (DEV)

Will have to make some measure towards how commercial vehicles are of a separate category not within augmentation of this ideology so as to not venture into their sales and service agreement concerns. This would more than likely require some serious thought as some of their customers may need assistance and their services are not available so this would have to address the type travel agreements which would serve them as to their need through this department's authorities as yet they have no alternatives. Addressing a travel agreement means to have job opportunities available identified as a emblem which adheres on a glass window of a service station facility, each location with this emblem would designate a database assisted location for supplying electricity during a 24 hour period any day of the week which can be accessed by telephoning a phone number then a serviceman goes to that location and with his portable power generation tools he can generate electricity for vehicles that phone in to give a identification number for their vehicle and the bill for the recharging is then sent to their home or business or their bank on file, no cash transfers at the time of recharge so this is a emergency service for travelers that have had their vehicle converteed to a Electric Vehicle.

The Electric Drive Transportation Association (EDTA) is the news portal to keep alert on recent developments and advances in technology regarding any type vehicle not just Electric Vehicles and Batteries. You can read articles and Join the (EDTA) at their site. Electric Drive seeks help in state laws for most every vehicle. You should checkout 'State Laws and Programs for Electric Drive'. Electric Drive stresses 'Neighborhood Electric Vehicles' as a alternate route to owning fuel burning vehicles. Although many grant programs for consumer's have expired or are soon to expire Electric Drive brings this to your attention.

Another fine site to see what has become of interest to publishers generally is Popular Mechanics & Popular Science. If I had $80,000 I would like to use it to own a Karma as pictured in Popular Science, a car from Finland by Valmet Autos Karma (photo); much cheaper than the fastest car in the world as shown by Jay Leno's Garage selling for $650,000 made in America named the 2008 SSC Ultimate Aero (photo). Both vehicles have a appeal for fast and beauty.
